21-06-2014             Election were held and New Team of Office Bearers were elected

 

29-06-2014             In a simple but impressive function the new team took over the charge, The IGP Jammu and SSP Jammu were also present on the occasion. President Sh. Rakesh Gupta in his speech highlighted the priorities which include establishment of business and family club, abolition of Inspector Raj. Development of LOC Trade, Opening of more LOC routes eradication of corruption in PCB and other departments and make Lakhanpur a hassle free.

 

30-06-2014             Dy. Director General Foreign Trade visited the Chamber House and interacted with the Office Bearers and apprised about the special provisions and benefits available to export of J&K State because J&K avails recognized area status which are not available to the exporters of other areas of the country.

 

02-07-2014             The delegation of Chamber of Commerce & Industry led by President Sh. Rakesh Gupta Called on the Chief Engineer PDD and apprised her about the problem being faced by the people of Jammu in general and the business community in particular due to erratic power supply and also stressed upon the Chief Engineer that there should be no power cuts especially from 6.00 PM onwards which is also necessary due to security point of view. The Chief Engineer assured to resolve the issue.

 

04-07-2014             The Team of Office Bearers called on the Chief Minister at Jammu where Sh. D.S. Rana was also present. During the interaction various issues relating to upliftment / development of Trade & Industry including LOC Trade were highlighted.

 

05-07-2014             The New team visited the Kanak Mandi area and took the stock of the problems of traders over there and assured them to take every possible step to mitigate their problems.

 

07-07-2014             Chamber urged upon the Central Government to consider the demands of CCI in the upcoming Budget session which include restoration of Income Tax Exemption, Excise refund, four lanning of National Highway and Jammu-Poonch / Jammu-Kishtwar roads. Construction of more plate forms at Jammu Railway Station and provision of more trains including direct train between Jammu-Chandigarh.

 

07-07-2014             C.G.M BSNL Sh. R.N. Suadhakar, alongwith  his team of Officers  including  GMTD Sh. A.K. Misra and other Sr. Officers of BSNL  visited the Chamber House and interacted  serious concern was expressed by Chamber about the poor BSNL Network on mobile, 3G network etc. it was made clear to the visiting BSNL authorities the faulty power supply is no excuse for failure of network because it is the duty of BSNL to provide power back up.  

 

08-07-2014             on the invitation of CCI Director MSME Jammu Sh. Varinder Sharma visited the Chamber House and during interaction with Office Bearers laid light on the various benefits and facilities being extended by MSME to the Industrial Sector and the assistance being provided by MSME for skill development programmes and for participation in the International Exhibition and trade fair. Chamber requested the Director MSME to provide free computer education to the members of CCI. Subsequently a free computer training programme was organized by MSME in their office for the member of CCI.

 

14-07-2014             The delegation of Bus Stand Traders Association called on the Office Bearers and apprised about the difficulties being faced by them. The visiting delegation was assured of full support in mitigating their problems.

 

Chamber in a communication requested Financial Commissioner Industries & Commerce exempt the Green Category units to obtain “consent to establish” & “consent to operate” from PCB  as is being done in other states including Punjab.

 

In another communication Chamber requested the Minister for Planning & Development to release funds on urgent basis for clearance Vat refunds to Industry.

 

22-07-2014             President Sh. Rakesh Gupta attended the meeting of Indian Red Cross Society.

 

23-07-2014             Chamber in a communication to Additional Commissioner VAT requested to take immediate corrective measures to mitigate the genuine problems of the members of business community which include under valuation / seizure of goods at Lakhanpur , amendments of RC on line, repeated submission  of Sale / Purchase  statement, provision of waiting space for dealers at Lakhanpur, denial of declaratory  forms to the dealers because of pending recoveries it.

 

24-07-2014             The Delegation of Office Bearers of CCI led by President Sh. Rakesh Gupta called on the Chief Minister at Srinagar  and submitted him a memorandum  highlighting various issues confronting trade & Industry which include Vat reduction on Desi Gee and dry fruit etc, change of land use, Terminal point & Multi Tier parking at Old Bus Stand, Land allotment for business / family club for CCI.

30-07-2014             In an urgent fax message Chamber requested the Chief Minister  to make the old bus stand a terminal point and the foundation stone of the proposed complex be laid at the earliest.

19-08-2014             The Delegation of World Trade Center comprising of Associate Director of WTC , Ms Khair-ul-Nissa, Mehat Ali Shekhar, Vice President Turkish Indian Chamber and others called on the President & office bearers at Chamber House.

 

21-08-2014             Secretary General Sh. Arun Gupta attended meeting held under the Chairmanship of Commissioner Secretary Labour and Employment at Civil Secretariat Srinagar. During interaction Secretary General requested the meeting to postpone the enhancement of ceiling from Rs. 10,000/- to Rs. 20000/- for applicability of provident fund.    

 

 

27-08-2014             Chamber delegation headed by the President Sh. Rakesh Gupta and the members of Transport Nagar  called on the Divisional Commissioner Jammu and apprised him about the problem being faced  by the members of Transport Nagar. The Vice Chairman JDA was also present in the meeting and after which Rs. 72.66 lacs have been released by the JDA for carrying the development works in Transport Nagar and almost the work has been completed.

 

 

 

Chamber took up with the State government the case regarding extension in the date for filing of Income Tax returns due to flash floods in the state. The government issued the SRO’s extending the dates in flood affected areas only.  Chamber strongly condemned the act of the government and requested to extend the benefits to whole of the state. The government deputed a panel comprising of Sh. J.A Khan Financial Advisor, B.B Byas Principal Secretary to Finance and Sh. K.H.Rizvi, Commissioner Commercial Taxes  to interact with CCI in this regard. Chamber’s delegation had the meeting with the panel and strongly urged upon them to extend the date for filing of Vat returns etc in whole of J&K State upto 31st March 2014. After that fresh SRO’s have been issued by the government extending the dates upto 31-03-2015.

 

Chamber also took up with the Commissioner Income Tax and other Central government authorities the issue regarding extension in the date for filing of Income Tax return  for which government had issued notification  extending the dates for furnishing returns of Income tax upto 31st March 2015.

 

 

Chamber took up the issue relating to allotment of land in favour of traders of Kanak Mandi  for construction of godowns.  Acting on the same government has identified a piece of land measuring about 22 kanals at village Bhalwal for the said purpose.

 

Chamber took up with Div Com Jammu issue relating to ban on carrying huge cash by the traders. While going to other districts for collection against the supplier made. Taking the cognizance of the issue the Div Com issued instruction to all D.C’s to ensure that no bonafide traders carrying proper receipts/valid documents are not put to any harassment.

 

While sharing the social responsibility Chamber has voluntarily requested the Commissioner JMC to allot the Rotary at Dogra Chowk. Commissioner JMC has conveyed his concurrence for the same.

 

Chamber also sent relief items to the affected people which include Ration & Medicines.

 

Chamber also arranged an interaction meeting with the heads of the Insurance Companies at Chamber House, where the apart from representatives of Insurance Companies, the President of BBIA and Association of Industries Gangyal were also present. The representatives of insurance companies present in the meeting assured that despite being faced with shortage of surveyors the claims of flood affected people shall be processed & settled in very short time.

 

Sh. Rakesh Gupta President & the office bearers of CCI alongwith Commissioner JMC visited the Shiv Market Railway Station to take the Stock of the Sanitation and other related issues over there.

 

Sh. Rakesh Gupta President CCI alongwith SSP Jammu visited Kanak Mandi Area to review the various problems arising due to traffic congestion.

 

Chamber has vigoursly been pursuing the issue relating to allotment of land in favour of CCI for establishment of family / business club and we are hopeful that the issue will be sorted out very soon.

 

The traders sending the goods to different parts of the country, booked by visiting tourists  through VPP were receiving the payment through concerned Post Offices after the delivery of goods. In December 2013, the postal authorities issued an I.D number to all the traders booking their goods through VPP due to which the payment of the goods booked remained blocked with concerned postal authorities. Chamber took up this issue and got the payments blocked released thus solved the issue.

19/12/2014             Office Bearers of CCI held a Press Conference at the Chamber House regarding Assembly Election being held in the state to form the new government and appealed to the business community and the public at large to come out in large and cast their votes.

 

07/01/2015             CCI in collaboration with DGFT Jammu organized an export awareness programme at Chamber house under “Niryat Bandhu Scheme” regarding the facilities and incentives being provided by the office of DGFT to the exporters.

 

9/01/2015               Chamber requested Vice Chairman Jammu Development Authority to take necessary steps for execution of pending lease deeds of the shopkeepers at Rail Head Complex Jammu who had already deposited the requisite transfer fee.

 

                                    Chamber held a meeting with SSP Jammu and SSP Traffic at Chamber house which was also attended by representatives of Kanak Mandi, R.N. Bazar and Old Hospital Road. While welcoming the police authorities problems being faced by the business community of their bazaar were highlighted and it was stressed to stream line the faulting traffic system and follow the one way traffic system  rule.

 

                                    Chamber made a payment of Rs. 15.00 lacs to Jammu Development Authority against balance premium of land and requested for recalculation of ground rent.

                                               

                                    Chamber subsequently requested for waiver of interest amount on premium.

 

13/01/2015             CCI celebrated lohri festival at Chamber house with the students from seven north eastern states who were on an integral tour “Bharat Ko Jano 2015” to the state of J&K. Lohri Pooja was held on the occasion wherein Divisional Commissioner Jammu, Office Bearers of CCi and all the visitng students participated.

 

14-01-2015             In separate communications to Hon’ble Union Finance Minister Sh. Arun Jaitly and Hon’ble MOS in Prime Minister’s Office Dr. Jatinder Singh submitted that the Income Tax collection target  fixed for J&K for current finaicla year is very much on higher side keeping in view the ground realities and requested that previous years target should be fixed for this year also.

19-01-2015             Chamber took up the case VAT refund to Industrialists since 2012 with Governor J&K and requested that adequate funds should be released to SICOP so that VAT refund with interest can be settled in one go.

 

23-1-2015                President Sh. Rakesh Gupta called Union Secretary for MSME Sh. Madhav Lal during his visit to Jammu and discussed with various issues.

 

                                    In a communication – Chamber requested Union Secretary for MSME that International Cooperation Scheme which as now is only covering the Industrialists  should also be extended for the traders also who are contributing almost 45% to the national  GDP.

                                               

                                    Further the Excise maximum exemption limit of 1.5 crore should be enhanced to atleast 3.00 crore keeping in view  he poor infrastructure, topography and demography of the state in view.

03-03-2015             Chamber in a communication to hon’ble Governor J&K requested that as per the prescribed guidelines the handicapped children should be give extra time in the exam.

 

10-03-2015             Chamber submitted  post budget Memorandum to the hon’ble Finance Minister highlighting various issues confronting trade and  industry which include VAT on shawls, exemption of VAT on anti cancer drugs, exemption of VAT on Paddy, Rice, Wheat and Pulses etc., exemption of tax  to tourism industry upto 2025, rationalization of tax on CSD goods, Beedi Cigarette, Desi Ghee, Dry Fruits, Shoes, amnesty GST recoveries, exemption of Toll tax on import of fresh fruits and vegetables.

 

In a separate  communication Hon’ble Finance Minister was requested to issue directions to the PDD authorities to charge Industrial power tariff from Industries cleared by APCC. Irrespective of whether they are manufacturing or service industry.

 

13-03-2015             Chamber organized a function at Chamber House to honour

Dy. Chief Minister Dr. Nirmal Singh and requested him to waive off interest amount against the allotment of land to Chamber, allotment of land for business community club and permission to be granted by JDA to the genuine allottees  to mortgage their shops to raise loans from different banking institutions.

Minister requested that Chamber should be consulted and taken into confidence before finalization of Master Plan so that option of allowing mixed land use in certain areas can be discussed.

24-03-2015             Chamber arranged a Press Conference and conveyed its

displeasure regarding the anti-trade and anti-industry attitude of the government of J&K by not accepting the genuine demands put forth in the Pre-Budget meeting.

 

 

05-04-2015             President Sh. Rakesh Gupta attended the meeting held under

the Chairmanship of Hon’ble Chief Minister  Mufti Mohd. Sayeed  at Srinagar regarding Promotion of Tourism and Development  of world class infrastructure in the state at Gulmarg.

 

 

10-04-2015             In a Press Statement CCI opposed any govt. move to out

                                    source   the toll posts at Lakhanpur /lower munda to the

outsiders as the local  stake holders have ist right to run these toll barriers. Chamber  also suggested that  Jammu Chamber & Kashmir Chamber should be given preference in this regard.

 

Chamber further supported that demands of various transport associations  and asked the government that passenger vehicles should be exempted from payment of toll tax at newly created toll barrier at Bantalab Nagrota.

 

11-04-2015             Chamber organized an interactive session with the members if

J&K High Court Bar Association and management Committee  of Press Club Jammu to discuss various burning issues relating to development of Jammu province and after threadbare discussions strategy was chalked out at how to get these issues resolved.

 

15-04-2015             In  a simple but impressive function organized  at Chamber

house, Chamber signed a memorandum  of understanding(MOU) with the World Trade Center India service council (VERBIND) to promote and facilitate, trade business and investment alongwith technology transfer, education, providing advisory and consultancy services for trade industry and companies operating in J&K rgion.

 

17-04-2015             A joint meeting with J&K High Court Bar Association and

representative s of various political parties  was held at Chamber House , in the meeting dissatisfaction was expressed by everyone over the non-serious     of the government  and demanded sanctioning of IIMS at Jammu, completion pending projects of flyover at BC Road, exemption of passenger vehicles from payment of Toll at Ban Talab at Nagrota and zeo relief to trade  and industry in the budget. Bar Association and Chamber decided to take these demands forward before the government and go to any limit required in support of our genuine demands.

Chamber in communication to SH. Avinash Rai Khanna Hon’be MP and state incharge BJP for J&K State requested to take urgent steps for creation of post of Chief Income Tax Commissioner in J&K as the state of J&K only state which does not have Chief Income Tax Commissioner.

 

20-04-2015             In a press conference at Chamber House, Chamber once again

lodged its  strong protest against the government for not acceptance  of genuine demands and announced complete Jammu Bandh and Chaka Jam on Friday 24th April 2015 and appealed the business community to observe complete shutdown.

                                    Chamber also decided to forum an umbrella of civil society in this regard and invited all those who want to join this umbrella “Fight for Jammu” to fight for our fundamental rights.

 

13-05-2015             Chamber convened an interactive session  at Chamber House with Commissioner JMC Sh. Soujanya  Sharma who was accompanied by Assistant Commissioner  revenue Ms. Shubha Mehta. During discussion various issues/problems being faced  by the business community of different market were highlighted.

 

16-05-2015             Taking cognizance of Hon’ble Chief Minister Mufti Mohd Sayeed statement ruling out sanctioning AIIMS for Jammu and also shelving the  project of artificial lake due to non feasibility Chamber urged upon business community and members of civil society to be prepared for an agitation to get our demands completed.

 

21-05-2105             After going through  the statement of Hon’ble Finance Minister Dr. H.A.Drabu published in various newspapers that J&K State shall  not adopt GST regime that was recently passed by the Union Government, Chamber warned the Finance Minister not to come out with  the excuses but try to understand the problems of trade & Industry. Chamber cautioned and advised the government to adopt positive track and arrange meeting the CCI so that the issues are solved amicably. At the same time Chamber also gave an open invitation to the Finance Minister for open discussions on any TV Channel so that the people of J&K State and business community knows facts.

22 June 2015          The Delegation of CCI by President Sh. Rakesh Gupta called on BJP National Secretary General Sh. Ram Madhav during his visit to Jammu. Matters relating to upgradation of health care facilities in Jammu and posting of Chief Commissioner of Income Tax in J&K so that there are separate Commissioner for Jammu, Srinagar & Ladakh regions.

 

9th July 2015            Delegation of CCI called on newly posted Principal Commissioner of Income Tax, Mrs. Sangeeta Gupta and apprised her about the problems being faced by the Income Tax assesses. She assured to mitigate the genuine problems of the assesses and sought the cooperation of CCI in motivating the assesses to pay their taxes honestly.

 

14th July 2015         Chamber arranged three days Aadhar Card preparation Camp at Chamber House, exclusively for the benefit of business community of Jammu.

 

21st July 2015          Meeting of different BAzar, Trade and Industrial Associations was held at Chamber house to discuss the future course of action about establishment of AIIMS, wherein it was unanimously decided to observe indefinite Jammu bandh. In case of demand for establishment of AIIMS at Jammu is not met upto 30th July 2015.

 

23rd July 2015         Office Bearers of CCI visited Lakhanpur

 

24th July 2015         Chamber arranged a function to felicitate Regional Passport Officer Sh. Rajinder Gupta (SSP) at Chamber House  who was recently been awarded certificate for runner up for achieving high standards of Passport services delivery for the citizens.

 

28th July 2015         Joint Press conference by JCCI and AIIMS Coordination Committee at Chamber House wherein 72 hours Jammu Bandh call was announced to Press the authorities to sanction separate AIIMS for Jammu from 31st July 2015 onwards which was later extend for another three days and on the 5th August 2015 after discussing the matter with the President/ General Secretaries of different associations and in view of the communication received from the Union Health and Family welfare Ministry for identification of land both Jammu as well as Kashmir a decision was taken  in consultation with core committee of the Coordination committee to suspend the bandh call to give breathing time to the business community including transporters. 

 

29th July 2015         President Sh. Rakesh Gupta attended the meeting of the Advisory Committee  meeting of J&K SERC held at SKICC Srinagar chaired by the Chairman Sh. B.A. Dar wherein SH. Rakesh Gupta expressed that there is urgent need of reverification BPL power connections to prevent the misuse of electricity. He further highlighted that the service industry under thrust are as identified by  MSME Act and the State Level Apex Committee should be classified under Industrial Category for the purpose of charging electric traidd rather than Commercial category.

 

                                    On the invitation of Chamber Sh. R.P.Singh Regional Officer National Highway Authority of India visited Chamber  House and interacted with the Officer Bearers of CCi. During the interaction he was apprised that the National Highway between Jammu – Udhampur is not fully completed and as per information no Toll is chargeable unless the National Highway  is fully completed.  He was also apprised that as per past practice  the small vehicles should be  charged @ Rs. 35/- against Rs. 75 at present. Mr. Singh while reacting that the left over work will be completed very shortly from 1-08-2015 and as per New guidelines the toll is  chargeable when the work on National Highway is completed upto 90%.

 

30 July 2015            Chamber organized a farewell  function in honour of Principal Commissioner of Income Tax J&K Sh. A.K.Thatai on his transfer to Ghazibad.

 

 

9th August 2015      Chamber organized an interactive session of GST with Sh. Navin K Choudhary IAS Commissioner Finance. While speaking on the occasion  he emphasized that Insustries and tarade in coordination with CCI should organize seminars in consultation with stake holders regarding implementation of GST. He further informed that till date he has no  pendency of treasury bills in his office and treasury bill are being cleared  on day to day basis.

 

11 August 2015      President CCI Sh. Rakesh Gupta attended the two days trade dialogue in New Delhi organized by the Centre for Dialogue  and Reconciliation (CDR). In the conference various issues of common concern and challenges being faced were discussed. In the meeting  a common consensus came up for enhancing the trade across LOC without effecting  other trade routes. In the meeting  a joint working was formed to follow and pursue the issues agreed  upon during the meeting.

An urgent meeting of all Bazars/Trades and industrial Associations was convened at Chamber House to discuss and decide the future course of action against the anti-trade and anti-poor  presented by the Finance Minister. After threadbare deliberations, it was unanimously decided that to lodge a protest all the members of business community shall assemble at 10 AM on 2nd June 2016 at Chamber House and proceed towards Excise and Taxation Complex to protest against the rampant corruption being encouraged by the department. And in consultation with the Kashmir Chamber of Commerce & Industry, I was decided that both the Division of J&K shall observe total shutdown on 4th June 2016.

While demanding the complete roll back of hike in VAT and Toll tax, the  protesters locked the main gate of the Commercial tax department to mark the protest.

Chamber through a communication  requested the Hon’ble Minister for Social Welfare, ARI, Training , S&T to withdraw the resolution imposed on government  departments and educational institutions not to get their  printing jobs done from private printing press as about 2000 families are depending on this industry as for as their livelihood  is concerned.
